Fantasy Football NFL Week 11 Target Report: Troy Franklin Moves Up
Now is about the time I like to remind folks of rookie Amon-Ra St. Brown in 2021. In hindsight, we always picture these guys as special right from the rip. But that certainly was not the case for ARSB. In fact, he didn’t really break out until Week 13 of that year. And, from that point onward - through this very day - it was wheels up.
And that’s what we are looking for here. We are keeping an eye out for the catalysts that create breakouts. Role changes. New play-callers. Different quarterbacks. Injuries (both to target competition and potentially guys recovering from them). Whatever it takes to shake things up and give us a shot. We’re going to keep a close eye on those narratives and let you know where we might see some changes and where we’re stashing guys just to see if we can catch lightning in a bottle!
2025 Fantasy Football NFL Week 11 Target Report Preview
Why do we do the target report? Well, we have a pretty good indication historically of how many fantasy-relevant pass-catchers can come from each team. The short and sweet is that the vast majority of teams will have one, maybe two fantasy-relevant pass-catchers. And there will almost certainly be more teams with zero than there are with three. Most meaningful fantasy players get at least 100 targets - here is a look at how players on each team over the last decade have hit that milestone.
In the chart below, what we will do is attempt to take each team and project A. the target pecking order, and B. what target range the players will likely fall into. At the bottom, we’ll include some notes as far as what went into the rankings and color-coded chart. So let’s dive in!

Fantasy Football Week 11 Target Report Advice & Takeaways
If a team has a ** next to them, it means they moved to a new section. If a team has a note, it means there is something we should monitor or some sort of change. If there are no notes, we can assume it is business as usual. After the first week of football, there are a lot of notes!
Clear Top Two
Arizona Cardinals
- Trey McBride
- Marvin Harrison Jr
- Elijah Higgins is quietly one of the better deep league handcuffs out there if Trey McBride goes down.
Cincinnati Bengals
- Ja'Marr Chase
- Tee Higgins
- Week 10 Bye
Denver Broncos**
- Courtland Sutton
- Troy Franklin
- At this stage, Troy Franklin deserves to be elevated to this section. He’s consistently getting high-level snaps and targets in this offense. He and Sutton were the only guys to run a full snap share (next closest was Evan Engram at 74%). Engram is only a spot start at this stage.
Jacksonville Jaguars
- Brian Thomas Jr*
- Travis Hunter*
- Jakobi Meyers
- Parker Washington
- Using Liam Coen’s 2024 Buccaneers as an example, the end goal here is to have Brian Thomas Jr in the Mike Evans role and Jakobi Meyers in the Chris Godwin role. While Meyers learns the playbook, he’s learning flanker first while Washington plays slot. With BTJ out this week, Tim Patrick played that role. Washington is only a short-term option, with that in mind.
Los Angeles Rams
- Puka Nacua
- Davante Adams
- Monitor the oblique issue for Adams, but Sean McVay says he would have gone back in for a closer game.
High Consolidation
Atlanta Falcons
- Drake London
- Darnell Mooney
- Kyle Pitts
- Bijan Robinson
- This is a very highly consolidated target tree with Bijan playing a lot of the snaps at WR for an RB. Bijan is second behind only De’Vone Achane in that category.
Dallas Cowboys
- CeeDee Lamb
- George Pickens
- Jake Ferguson
- Week 10 Bye
Los Angeles Chargers
- Ladd McConkey
- Oronde Gadsden
- Quentin Johnston
- Keenan Allen
- There was a health scare for Oronde Gadsden, but it’s been listed as a quad contusion rather than a knee injury. Keenan Allen continues to operate as the 4th man snap-wise, which hurts his upside, but he has an okay floor in full PPR. McConkey, QJ, and Gadsden typically run a full complement of routes for a pass-heavy team.
Indianapolis Colts
- Michael Pittman
- Tyler Warren
- Alec Pierce
- Pierce missed a couple of games, so he has 52 targets compared to 70 for Pittman and 67 for Warren. But he’s not only been consistent, but his high aDot routes allow him to do “more with less” in the games where he isn’t targeted heavily. Josh Downs remains the odd man out to some degree as a part-time guy who only plays slot, but he’s a PPR spot start.
Miami Dolphins
- Jaylen Waddle
- De’von Achane
- Darren Waller*
- Greg Dulcich got up to a ~74% route participation this week despite the low-volume passing affair. That’s a guy we are stashing and using in DFS. He’s on the streaming radar until Darren Waller is back.
Philadelphia Eagles
- AJ Brown
- DeVonta Smith
- Dallas Goedert
- Saquon Barkley
- No change here. We know who the main characters are in Philadelphia.
Washington Commanders
- Terry McLaurin*
- Deebo Samuel
- Zach Ertz
- When all is said and done, it should be McLaurin, Deebo, and Ertz as the guys we can consider for fantasy. No one is getting a full workload as of now, but they do seem to want to see what Treylon Burks might be able to offer. He could be a very deep league stash.
One Stud, Then Uncertainty
Baltimore Ravens
- Zay Flowers
- Zay Flowers always runs a full route share - he’s the most trustworthy. Bateman has actually been close to him the last few weeks, though the targets have not been there. DeAndre Hopkins is only a part-time guy. Mark Andrews continues to run more routes than Isaiah Likely - Andrews was sitting at ~70% route participation this week, with Likely around 52%. Andrews is still a little TD dependent.
Carolina Panthers
- Tetairoa McMillan
- We still aren’t seeing Jalen Coker play enough in 2 WR sets to utilize him, and Xavier Legette has not done anything worth using either. The TE rotation also takes them off the table for fantasy - despite five targets, Ja’Tavion Sanders only played 19 of 53 snaps.
Chicago Bears
- Rome Odunze
- DJ Moore got banged up here, so we’ll have to monitor his health. If he were to miss time, Luther Burden could see more work. It’s a shame that Colston Loveland and Luther Burden don’t have bigger roles because they look good with the ball in their hands. But it’s Odunze and DJ Moore generally leading this team in snaps and looks when everyone is healthy. Loveland was at a 56% route participation while Burden was at 49%
Detroit Lions
- Amon-Ra St. Brown
- ARSB is a must-start. Sam LaPorta and Jameson Williams are closer to the fringe, but the Lions offense is good enough that you are likely starting them too, unless it’s a very shallow league. John Morton made good on his comments about getting Jameson Williams more involved.
Houston Texans
- Nico Collins
- Dalton Schultz (40) is the only player other than Nico Collins (45) who ran more than 30 routes this week. He should be rostered in fantasy leagues with his path to being a top two target on the team. Jayden Higgins is the next most appealing after Collins right now as a spot start.
Las Vegas Raiders
- Brock Bowers
- It’s a real shame that none of the rookies were really able to get a new workload following the Jakoi Meyers trade. Trey Tucker ran all 35 routes, while Brock Bowers ran 29 and Tyler Lockett ran 28. D’Onte Thornton ran 21, Jack Bech only 8. With this team losing so much, they should probably see what the young guys have.
Minnesota Vikings
- Justin Jefferson
- Unless JJ McCarthy takes his game to another level or someone goes down with an injury, we are starting Justin Jefferson while Jordan Addison/T.J. Hockenson are on the fringe. Jalen Nailor is a deep DFS dart at best.
New Orleans Saints
- Chris Olave
- With Rashid Shaheed gone, DeVaughn Vele is getting a massive opportunity. He actually led the team in snaps this week. The team is bad, but maybe a deep league stab. Olave and Juwan Johnson are closer to fantasy relevance, though.
New York Giants
- Wan’Dale Robinson
- Darius Slayton suffered a hamstring injury, so monitor that. Theo Johnson played over 70 snaps, and they leaned heavily on 2 TE sets, making him a guy that needs to be rostered in leagues.
New York Jets
- Garrett Wilson*
- Garrett Wilson returned but then left with a knee injury, so we are waiting on news there. Adonai Mitchell was not ready to make his debut, and who knows if he will be ready after a short week before Thursday. If not, Arian Smith and Tyler Johnson will man the outside with Isaiah Williams in the slot. Mason Taylor could be worth a spot start. Allen Lazard remains inactive.
Pittsburgh Steelers
- DK Metcalf
- DK Metcalf, you start, but Calvin Austin is quietly running enough routes and getting enough targets to be on the spot start or DFS radar for negative gamescript games. These tight ends are impossible to trust weekly, but Jonnu Smith (68% routes) is your best bet, followed by Pat Freiermuth (49% routes).
Seattle Seahawks
- Jaxon Smith-Njigba
- Because of the blowout nature of the game, we didn’t get a really good feel for what the actual WR rotation would be. I mean, Cody White led the WRs in snaps this week. So we’ll have to wait until next week to see who plays more out of Rashid Shaheed or Cooper Kupp. Given the lack of production from Kupp, it should be Shaheed.
Tampa Bay Buccaneers
- Emeka Egbuka
- Chris Godwin remains out and could be out through November. That has seen Tez Johnson lineup opposite Emeka Egbuka with Sterling Shepard in the slot. Until Godwin is back, Johnson and Cade Otton are both on the streaming radar.
Wide Open
Buffalo Bills
- Khalil Shakir
- Dalton Kincaid*
- Keon Coleman
- Kincaid could miss some time with this hamstring issue. That puts Dawson Knox on the streaming radar, though there might be better streaming options. Khalil Shakir gets a boost as he and Kincaid operate in a similar area. Coleman has been really tough to trust regardless of matchup.
Cleveland Browns
- Jerry Jeudy
- Cedric Tillman
- Harold Fannin
- David Njoku
- Cedric Tillman returned to take his WR2 chair. Jeudy ran 42 routes, Tillman and Fannin ran 33/34, and Njoku ran 23. So the order has been restored to this offense. It’s also worth noting that Dylan Sampson took more work on pass downs, but Judkins has been banged up.
Green Bay Packers
- Romeo Doubs*
- Matthew Golden*
- Christian Watson
- Jayden Reed*
- Luke Musgrave
- It really speaks to how deep the Packers are with pass-catchers that this situation still isn’t super clear, even with all the injuries. Matthew Golden, Jayden Reed, and Tucker Kraft were already out then Romeo Doubs got hurt mid-game, and that STILL doesn’t leave us with a clear top guy between Christian Watson, Dontayvion Wicks, and Luke Musgrave. With Reed and Golden out, Wicks had to move into the slot, but if Doubs misses time with this chest issue, it will likely be Watson and Wicks on the outside with Bo Melton in the slot. It’s always worth noting that Luke Musgrave ran 34 routes this week and is a guy we are looking to stash and possibly use where needed.
Kansas City Chiefs
- Rashee Rice
- Travis Kelce
- Xavier Worthy
- Week 10 Bye
New England Patriots
- Stefon Diggs
- Hunter Henry
- Kayshon Boutte*
- Mack Hollins
- Demario Douglas
- Mack Hollins picked up the extra work with Kayshon Boutte out, running 30 of 36 routes and getting 10 targets. Rookie Kyle Williams made the most of his 21 routes, scoring on one of his two targets. Demario Douglas only played 13 snaps. In most weeks, it will be Diggs, Henry, and Boutte as the options, but Mack Hollins is worth a spot start when Boutte is out. Kyle Williams remains a dynasty stash.
San Francisco 49ers
- Christian McCaffrey
- Jauan Jennings
- George Kittle
- Ricky Pearsall*
- Brandon Aiyuk*
- Kendrick Bourne
- Jauan Jennings is the best bet at WR to maintain his full-time role rest of the season. The question is, who will play more when everyone is back, Ricky Pearsall or Brandon Aiyuk? This offense really does focus on 2 WR sets. My bet is they ease Aiyuk in off the serious knee injury, and he doesn’t get up to full speed for the fantasy season.
