After a couple of pretty hectic weeks, we are all quiet on the waiver front. There is only one player in this week’s waiver report who needs to be owned in all leagues, and beyond that, you are just filling needs this week. There are some decent quarterbacks, tight ends and defenses for those looking to stream, as well as a few notable upside plays at the skill positions, but few players you need to rush out and add. If you are happy with your team, even if you lost last week, patience may be the order of the day. The waiver adds listed below include their ownership in Yahoo! Fantasy leagues as well as the amount in FAAB I would be willing to spend out of a $100 budget.

10-Team League Waiver Adds

Wendell Smallwood, RB, PHI (8%) – Smallwood matched LeGarrette Blount with a team-high 12 carries Sunday, and he will most likely get most of the targets that had gone to Darren Sproles. Blount will still have a role as a poor-man’s Mike Gillislee, but Smallwood has a much higher floor, especially in PPR leagues. $20

Tyrod Taylor, QB, BUF (41%) – Taylor scored 17.82 fantasy points last week against the best defense in the NFL. He has a much more favorable matchup in Week 4 at Atlanta, and following a Week 6 Bye he faces Tampa Bay, Oakland, The Jets and the Saints. If you miss out on Taylor, Trevor Siemian (52%) is a fine alternative at home against Oakland this week. $5

Jacksonville Jaguars DEF (45%) – The Jaguars looked awful in Week 2, but that may have had more to do with Tennessee’s offense than Jacksonville’s defense. I’m not looking to start them every week, but this week against the Jets I suspect they will fare much better than the Dolphins did on Sunday. $1

Charles Clay, TE, BUF (23%) – Clay has touchdowns in two games this season. He had three receptions for 23 yards in the other game. You will likely get similar production all season, but at least you know the targets and red zone opportunities will be there, which is more than you can say for Martellus Bennett, Eric Ebron or Austin Hooper. Clay has a nice matchup this week at Atlanta, which is why he gets the nod for me ahead of Jared Cook , who is 40 percent owned.$3

Cooper Kupp, WR, LAR (56%) – Kupp caught just two passes for 17 yards Thursday night in a game in which his team scored 41 points. That being said, there will be an opportunity for more targets if Sammy Watkins and Tavon Austin miss any time with their concussions. It will be difficult to trust Kupp even if Watkins and Austin are out, but there is no doubt he would have plenty of upside in that scenario.$4

Paul Richardson, WR, SEA (11%) – I would have had Paul Richardson among the 12-team pickups, but with Seattle hosting Indianapolis Sunday night, anyone who normally starts Doug Baldwin needs to consider Paul Richardson in case we don’t get confirmation of Baldwin’s status prior to Sunday night. Richardson is available in a bunch of leagues, so even if you don’t own Baldwin, he could be worth a pickup after he caught touchdowns in two consecutive games.$7

12-Team Leagues

DeShaun Watson, QB, HOU (15%) – Watson gets Tennessee in Week 4, and while that matchup probably isn’t as favorable as facing the Patriots, it certainly isn’t scary. Watson is making plays with his legs and he would get Will Fuller back as soon as this week, but he is still just a streaming option even in deeper leagues. $5

Austin Seferian-Jenkins, TE, NYJ (4%) – Last week I was a bit tepid on Austin Seferian-Jenkins because I wanted to see how he looked after serving a two-game suspension. I was encouraged by his five receptions on six targets, even if he only totaled 31 yards. I would be fine starting Seferian-Jenkins this week, and Jacksonville might be the scariest defense on the Jets’ schedule until Week 13.$5

Devin Funchess, WR, CAR (20%) – Devin Funchess is a bit of a Rorschach test. On the one hand, he had a career-high 10 targets Sunday thanks to Greg Olsen’s absence and Kelvin Benjamin’s knee injury. Benjamin is no sure thing to suit up for Week 4 when the Panthers face a pretty poor Patriots defense. Given his size, Funchess could be a red zone target if Cam Newton ever throws another touchdown pass.On the other hand, Carolina’s offense was terrible in the best matchup it will have all season. Week 3 could have been Funchess’s best-case scenario, and he produced like a glorified tight end, with four receptions for 58 yards. Funchess has some upside, but mostly he is here because it isn’t a great week for pickups. $5

Cincinnati Bengals DEF (21%) – The Browns have allowed 11 sacks and turned the ball over nine times through three games. The Bengals’ defense ranks 10th in fantasy points so far this season, and at the very least, they should be pretty safe. $3

14+ Team Leagues

Will Fuller V, WR, HOU (3%) – Deshaun Watson looks like a real NFL quarterback, which is something Fuller never had during his rookie season, when he caught 47 passes for 635 yards and two touchdowns. Fuller may top out as a DeSean Jackson type who makes big plays but is consistent week-to-week, but that would still give him plenty of value in deep leagues. Fuller may not return in Week 4, but even if he does, he is mostly a long-term upside play.$5

Corey Clement, RB, PHI (0%) – If you believe, as I do, that LeGarrette Blount is bad at football, then Corey Clement has a chance to secure a significant role in Philadelphia’s backfield alongside Wendell Smallwood. I’m not sure it is a particularly good chance, but running backs are extremely hard to come by in deep leagues, so you have to take a shot. $10

Ryan Griffin, TE, HOU (2%) –Griffin had five receptions for 61 yards and a touchdown in Week 3, and it is possible we just saw his best game of the season. At the same time, Houston targeted its tight ends a ton last season, and that won’t necessarily change when Will Fuller returns. Griffin isn’t  a special talent, which is why I have him below Austin Seferian-Jenkins, but I don’t think anyone would be shocked if Griffin is a top-12 fantasy tight end from this point forward. $5

Cleveland Browns DEF (3%) – It is hard to go back to this well after they failed to contain the Colts offense in Week 3, but would anyone be surprised to see Andy Dalton lay another egg on the road against a divisional opponent? $3
