Gee has been throwing off flat ground for about a week or two now, but the club hasn't felt comfortable about ramping up his activity just yet. Colin Kaepernick has worked with Kurt Warner on his throwing mechanics this offseason.
Specifically, the story notes that Kaepernick is working on "engaging his lower half" to allow for better touch. It's hard to believe Kurt Warner would know more about throwing mechanics than Jim Harbaugh or any other quarterback coach Kap has ever worked with. This appears to be more fluff than anything else, though is reports from camp suggest there's been a real change to approach or delivery of throwing a football, it could be something worth remembering on draft day.
