The New York Giants placed a first-round tender on restricted free-agent wide receiver Victor Cruz. The Rams and Vikings were thought to be two of the likeliest teams to sign Cruz to an offer sheet because they both possess two first-round draft picks and could afford to part with one.
Jane McManus of ESPN New York reports Cruz isn't a free-agent target of the Vikings or Rams, according to Adam Schefter of ESPN reported Saturday, citing league sources.

Being a restricted FA is the only reason Cruz hasn't signed with anyone. He'll most likely return with the Giants next year. He's a curious case from last year. He looked like his magical 2011 wasn't a fluke until the 2nd half of the season. Question is, which Victor Cruz is the real Victor Cruz and will he please stand up?
