Garcia has spent his entire career in the Astros' minor league system. He has a weak bat with very little power so it is unlikely that he will reach the big leagues next season.

Cord Phelps signed a minor league contract with the Phillies with an invite to spring training.

Phelps played 99 games with Triple-A Norfolk of the Orioles organization last season hitting .259 with 61 runs, seven home runs and 51 RBI. He will provide organizational depth for the Phillies but have no fantasy value.

Cliff Lee has been cleared to start throwing and will begin his off season regimen next week.

With the Phillies willing to move on from Cole Hamels for the right package it would not surprise me to see if they look to see if there is a market for Cliff Lee as well. Lee's recent injury history has likely scared off contending teams but if he can prove he is healthy this off-season it is possible that he could be starting the season elsewhere.

Phillies re-signed C Koyie Hill to a minor league contract.

Hill has bounced around the majors and minors as he's primarily a backup catcher at the major league level or starting catcher at the minor league level. He doesn't have any fantasy value, even in dynasty leagues.

Phillies have signed INF Chris Nelson to a minor-league deal.

He has nearly 300 MLB games under his belt (282 to be exact), but has little speed or power to recommend him for full time playing status. He looks to be a quality depth player for Philadelphia who could be called up if circumstances dictate in 2015.

Phillies signed RHP Paul Clemens to a minor league contract.

Clemens pitched in 13 games for the Astros last season, putting up a woeful 5.84 ERA and 1.66 WHIP in 24.2 innings. His K/BB ratio was also troublesome, at 16:13, so expect him to provide minor league depth for Philadelphia this upcoming season.

Phillies added pitchers Jesse Biddle, Nefi Ogando and Adam Morgan to the 40 man roster.

Biddle is the player of this trio that could have significant fantasy value down the line. At this time though, he is being added to the 40-man roster so that he can be protected in the Rule 5 Draft.

Phillies signed P.J. Walters to a minor league contract.

Walters spent the entire 2014 season in the minor leagues, posting a 4.82 ERA along the way. He couldn't really cut the mustard in Double and Triple-A, so it is unlikely that he will all of a sudden figure things out. We could see him in the majors next season, but don't bet on him making the Philies 25-man roster out of spring training.

Phillies invited Russ Canzler to spring training.

Canzler split time between the Yankees' and Phillies' Triple-A clubs last season, but never made it to the big leagues. He is a minor league journeyman and that's most likely where he'll be at for the majority of the 2015 season.

Chase d'Arnaud signed a minor league deal with the Phillies.

Chase d'Arnaud has spent the last seven in the Pirates organization, but that has officially come to an end. The Phillies signed him to a minor league deal on Thursday and he will get an invite to spring training. Given the state of the Phillies as a whole, d'Arnaud will have a legitimate chance to make the team as a utility player next spring.
